The 'View and comment on planning applications' button should be very obvious (i.e. in the top section) of the new site's home page not buried halfway down the 'How to view and comment on planning applications' page... because if one knows there's a local planning application of interest, one does not want to faff around looking for it.

To make room, re-create the 'How to view and comment on planning applications' link as the first 'box' under the pale green strip.

Talking of which, to make the boxes more definitive, use a pale colour behind alternate boxes (e.g. pale green > white > pale green > white etc).

I like the 'Open in my area' option – but why are some of the sites listed not in distance order, beginning nearest first? Of the four panels with local data, three are not in such an order).
